A newly opened door to reverse professional impoverishment and insufficient strategicity

In the last few days, the acceleration of a project has taken shape which in itself is the plastic overturning of a cliché: there is too much bureaucracy, you have to lay off, reduce, lighten ...

For years that conviction - which added up anti-bureaucratic resentments, but also the perception of an efficiency lower than needs - was part of a negotiating table that consumed hours, days, months, years around an absurd theatrical script: flaunting intentions that were almost always impracticable ( which have impoverished the proactive culture of politics) against hyper-defensive trade union rituals (which have strengthened the idea of ​​a guaranteed place and not a useful place for the country).

Two positions that have crystallized stereotypes, reduced the real reform efforts of the PA to announcements, made the average age of officials dangerously old, built parallel tracks to expand cabinets, task forces, consultants. A necessity that is also functional to politics in the phase of “party impoverishment” and then cutting of representation in institutions, to place political personnel often without art or part in roles “directly dependent”. Or in any case with a prevalent art: that of depending more on "supply chain" relationships than on one's CV.

The brevity of the incipit makes an Italian story a bit summary which, despite frequent jolts, prestigious plans (the masterful reference remains the Giannini report, sent to the Chambers by the then Minister for FP on November 16, 1979 who included at the beginning of the chapter titles an expression-chimera that not even that Report was able to achieve: the company-state), despite the self-denial of a few and pitiless comparisons, lowered Italy's competitiveness threshold and slowed down the force of reform action in many fields with respect to the functioning of which the lever of the public administration was decisive. For better or for worse.

A light in the darkness of the pandemic

The pandemic, the 200 billion now up for grabs for a correct Italian programming in Europe, the reversal of risks into opportunities (which could be the motto to be written on the Italian flag in the year of decisive struggle against the health and social crisis) is producing precisely the overthrow of the uninterrupted practice of the "failed reform" (even when it was attempted and repeatedly heralded and sometimes - think of the reform of title V - badly oriented).

In recent days, the interview with the Minister for Public Administration Renato Brunetta[1] - returned to Palazzo Vidoni after his mandate from 2008 to 2011 with the Berlusconi government - announces the availability of 6,8 billion allocated by previous governments for new contracts and announces the unfreezing of competitions due to the pandemic equal to 118.879 new places available. But above all it announces a "physiological turnover: at least 500 entries for five years, 100 a year, equal to the number of public employees who will retire according to the estimates of the State General Accounting Office".

In a few days it is as if the old recitation of the fake dismissals against the barricades for the immovability had taken the inexorable path of the attic.

Instead, a flowering of hopes, proposals, gazes extended to the medium-term (after years of eyes down, at the tip of the shoes) took shape even with the attention to competition and selection methods which is certainly the eye of the crucial needle to understand if you joke and cheat the cards for the benefit of a new onslaught of politics or if the doors are opened not only to a country exhausted by the fragility of the institutional innervation in the very body of socio-economic development but also to favor of a generation - young people - which is paying a very high price since the closing of the labor market.

It is not a case that FDD, the Forum of Diversity and Inequality, coordinated by Fabrizio Barca, wasted no time making a plan available to the government insolvency virtuosity elaborated by Carlo Mochi Sismondi (Forum PA) in collaboration with Patrizia Piergentili also open to contributions from the Movimenta association[2].  

It must be said that the lights are still on the controversy raised by young people who have found in online newspaper Open the space to express methodical disappointment on a measure considered more impeding than involving[3]. The Ministry has given initial responses. The right thing is to imagine that it is the young people themselves who organize the monitoring of the ongoing process and exercise a vital right of control for themselves, but also at the service of a reform that arises from the historic extermination of good intentions.

In the aforementioned interview, the Minister Brunetta ensures that competitions, tests, evaluations will be up to the challenge and will take place in the light of the "good practices of international organizations". On TV - at half past eight - Fabrizio Barca has rightly explained that the titles, while necessary, do not prove the qualities of doing and this great test requires modernity and competitive intelligence around which the "Vademecum" offers indications. Somehow the threshold of the methodological debate has been raised. The quality of this negotiation will be seen. Brunetta's synthetic formula is not new, but it is good to hear her invoke at this moment: "My goal is to restore to public employees the pride and honor of being part of the public administration. Being a public employee means serving the country's interest ".

A qualifying segment of renewal: the direct relationship with citizens

The final glimpse of this article wants to emphasize a profile still hidden in the guidelines, which at the moment rightly speak of a central strategy for the "strengthening of health and local authorities".

In the understanding that each application sector has its own importance in the face of a rejuvenation game of one fifth of the Italian administration (another figure that must be monitored) and that therefore every specialist has the right to manifest itself for its strategic part, the long the battle that the writer has made and is still doing for a requalification of the communication and information support by the public system of a society that contains a percentage of functional illiteracy that has a poisonous character for every reform and every modernization, invites us to consider this sector - which we briskly call "public communication”- as an area that the pandemic crisis itself has placed among the dysfunctions and therefore among the strategic aspects.

Precisely the reference to young people, to the bearers of new languages ​​and new skills in managing digital transformation (also at the service of a generational pact at the service of the less able and less literate, so that every young official carries on his shoulders an elderly Anchises to be involved in the journey), leads us to remember that the outcome of the crisis changes the objectives. It insists, day by day, not on the old lines of messaging, on the packaging of decisions, on the verticalization of services for the dissemination of regulations and the promotion of access (all things that have their place and their role), but on a great functional deployment (which in a large part of Europe is also implemented in almost marginal fields in Italy[4]) which results in a service of explanation and social accompaniment.

Likewise attentive service risks of need and at opportunity of merit, just to remind a Renato Brunetta a motto dear to his political generation.

We are talking about a "public communication" which also contains its renewed and pro-European transformation of the institutional component, but which above all draws on the organizational culture of "public sphere"All subsidiarity and collaboration towards all the subjects that constitute negotiations of general interest. And that in this period, looking at the calendar of politics, remembers that too the management renewal of Rai as a public service it is part of this troubled possibility.
