The "German" driving semester of the European Union has fallen on the weakened shoulders of Angela Merkel, who should succeed in the difficult reconciliation of three contradictory paradigms:

  • a) confirmation of German hegemony in the Union;
  • b) the conduct of this objective predominance in the explosion of differences of interests, and consequent reactions aggravated by the crisis, of the irreducible plurality of European subjects, who even before death were unable to do anything but close in on themselves, estranging themselves from real solidarity commitments and common;
  • c) the development of a European deterrence plan, when the ineptitude of the United States administration has dramatically exposed the deflagration of the opposing visions of the world of the United States, China and Russia, which make possible the transformation of hidden challenges in concrete conflicts.

Those who deal with international relations are aware that the first task to be faced is not to describe the future nirvana inherent in promises of eternal happiness, but to survive crises, in the literal sense of living first.

Before Covid-19 Europe and the world showed themselves for what they are

A group of countries (Italy, Spain and France) affected first have adopted severe and very expensive measures, justified by the acceptance and implementation of common ethical, religious and legal principles: first of all, saving lives.

Another group, led by Germany, followed by the United Kingdom and absolutely supported by Finland, Norway, Sweden, Denmark and the Netherlands, instead favored socio-economic interests over health, opposing rigid measures that suspended functions considered vital for the economic development, to be taken possibly towards other European countries considered "competitors". As usual, the ultra-specialized in tax and financial scams such as the Dutch and the indefinable Austria have not failed to be noticed.

The reading of the data related to infections and deaths in Europe and in the world is impressive.

In Germany, out of 196.000 individuals confirmed as infected, the government reported 180.000 healings and 9.061 deaths (the figure refers to July 2, 2020). In France out of 164.801 cases 29.843 deaths were reported.

The fact is that Germany has deliberately chosen not to categorize all deaths that may appear to be caused by other diseases as due to the epidemic, and has urged the Landers not to alarm citizens with a diligent collection of data. For heaven's sake, it is not that China, undeterred propalator for months of the same data: 85.263 cases confirmed clinically and in the laboratory and 4.648 deaths, is an example of correctness, but in our intimate of southern peasants we did not think that Berlin and Beijing responded to the same democratic standards.

The United Kingdom, then, succeeded in the titanic feat of comparing the surreal Macron with Napoleon Bonaparte, without disfiguring the current tenant of the Elysée. Only after the threat of closing Calais and blocking supplies of any kind from the continent to the island, Alexander Boris de Pfeffel Johnson (but how do they graduate from Oxford?), he gave up on his plan to abandon two thirds of the population to contagion to develop flock immunity and safeguard the economic interests of the leading groups it represents.

Veil not pitiful, but rather disgusted, on the politically correct Sweden which until the end of April has been careful not to impose prevention and closure measures; indeed, it has repeatedly given public lessons to Denmark, forced by its citizens, albeit in an elastic way, to promote the closure of borders. In Stockholm, the government and the media have strongly argued that containment measures "do nothing", citing the common sense, so to speak, of the Finns who, according to their polls, rejected 76% of the quarantine.

The German government is well aware that the "virtuous" countries that crown Berlin are small, sparsely populated, poorly enriched (just think of the Netherlands that impoverishes us annually by 6,1 billion euros - poorly counted - for facilitating tax avoidance ) but they are essential together with Poland, the Czech Republic, Hungary to allow Berlin an international presence of higher rank than that which the reasons of history and the difficult construction of the European fabric can allow.

The telluric fault of separation between two different conceptions of Europe, synthetically on one side the neo-Latin world, France, Italy, Spain, Portugal, Belgium, together with Greece, Slovenia, Ireland and Luxembourg is made explicit through a conception of the economy and stories that stiffen more and more clearly in their peculiarities.

Germany no longer counts on a true, operational and solidarity equal cooperation with France and thinks that while the US leadership crisis in the world is taking place, its convenience is to keep the conditions of European development as they are today: a strong direction of direction of the States towards the Commission, less and less Government of the Union and more and more "administration" of the Council's guidelines, leaving Parliament with a clearly declaratory role. The North-South European fracture thus becomes an opportunity to keep world markets engaged that satisfy its production surplus in the face of the real risk of a crushing without prospects of the Union, while fears of stability of the world system and global conflicts are growing. .

Italy can and must do a lot, because not even the domineering and falsely available Germany can maintain its economic levels without the Italian production system and without the Mediterranean and world presence, which despite the last catastrophic decades, our country has preserved and in some cases strengthened. Once Eurocentrism is over, nobody escapes that without the quarter of world wealth generated by the Union, planetary policies are not possible.

In the introduction we wrote that in order to live, it is first of all necessary to survive.

The conditions given are complex, although it is clear that Angela Merkel will try to introduce measures that strengthen the social dimension of this Europe with new inclusions, equity and rights for workers.

In essence it will propose (we will see with what results) to intervene on the system to support development programs based on the recognition of the need for fair wages, good working conditions and welfare: to combine a strong economy with social protection, to an extent greater than in the past; giving enough energy to the too often forgotten, in the name of rigor, the social dimension of Europe.

An action plan could at least promote EU standards for minimum wages and minimum income protection systems. This, of course, must be supported, in the context of the current global crisis and technological evolution, by financial support policies that the current conditions caused by the European divide make complex.

However, primum vivere; already a discussion to regulate the advancements of Artificial Intelligence at community level, defining that it remains at the service of workers in the digital economy, will require new continuous training through the essential transfer of communications between training centers and businesses, allowing young people to develop additional skills and competences required by the digitalisation of the world of work.

To survive, it may be useful to take on a new commitment from the Council and the Commission to reduce youth unemployment and manage new training approaches. It is no coincidence that the European Commissioner for Employment, Social Affairs and Work Integration, Nicolas Schmit, has already filed a proposal known as the "Youth Guarantee". The new disciplines of the European Commission in the fight against youth unemployment and training represent an important contribution.

The optimism that pervades all spirits with goodwill cannot hide all or part of reality.

Declaring and doing what is claimed is difficult, very difficult. Also because among the effects of the coronavirus, one appeared immediately evident: the economic, social crisis of the world was not born due to the epidemic and was not resolved by the crises that from the end of the last century, to 2008, to 2011 and until to date, they have highlighted the weakness of the monetarist dogmas first and of the financialisation of the productive systems then.

A complex and varied design of optional and compatible systems will have to be put in place to balance production, their financing, the distribution and qualification of the work, the revision of the policy and law guiding powers.

Fascinating and vast themes that, alas, I don't think are part of the light baggage that Chancellor Merkel brings, to which we must ask to explain, at least broadly, what is the political project that she proposes to the EU, because if, how we have already pointed out in this article, there is no alternative to the European political project that arose after the terrible failure of the Second World War, it is now, at the moment of a crisis both external and realistically provoking that it is necessary, at least, to reassure around the solution to be identified in order not to transform Europe, the "western" world, as we commonly think it, into a huge welfare Zone, designed to create debts to meet the inevitable and justified needs of a world that, increasingly older, is called to respond to the needs of an ever older population. So: what demographic policy for Europe at risk of extinction?

And again. If 1% of the world's population grows and widens the gap between those who practice specialized and well-paid jobs and those who are downgraded (I think - as an example - to journalists from national and important editorial groups who are forced - lost the dream of the contract) indefinitely - wages that reach at best 4/5 euro gross per article) or forced to unemployment.

Without a European project, is it possible to solve what has become a worldwide crisis of the democratic political model?

After being able to verify how much the exploitation of fears increases the easy electoral consensus, Chancellor Merkel should also be aware that her last chance to enter history is not to exorcise, but to give value to fears, which, once taken in the right consideration, they bring man back to the center of interest, and therefore requalify him as the main subject of the socio-economic initiative.

If Europe has a future, this cannot follow methods and cultures that are not anthropocentric and that, therefore, do not cancel centuries of history and commitment and are able to distinguish respect for differences and the need to cooperate, with tools which will have to be different from those who for five centuries, since the Westphalian peace, have recognized an intrinsic relationship between sovereignty, not necessarily expressed by the people, and power.

The multilateralism that has permeated the lives of many, including that of the writer, must be reviewed in the light of the conquests, or at least if the term conquest appears inappropriate, from the new realities that technology, while still in motion, however, has radically edited.

Even a single semester can be worth more than the chronometric time it expresses.

I fear that the European divide cannot find the optimal solution that would be necessary (part of a European debt within the single budget, for example; better and less "Nordic" management of European funds; the word end to semi-theft (?) legitimate of some European states vis-à-vis others (Holland for example), but to inaugurate, in the midst of crisis and despair, a season of hope, to underline the need for a true political unity based on honor to be given to every story and language, it will restore dignity to politics and will actively collaborate in peace and the development of the world The Planet knows that an inevitable revolution is upon us and is afraid.

If Europe, which once dominated the world still has a future, it must know how to feed a collective hope of well-being and respect for man, his work, for the intrinsic values ​​of a humanity that knows how to rediscover the future, giving to herself the well-deserved role she has in a History that is not only a reasoned catalog of past events, called to illustrate the results achieved in the Present, but the dynamic, conscious participation in a progressive and unstoppable evolution of the desperate actualism that we live today .
